[udig-devel] LayerManager naming problems

Some feedback I've received is that when people see an object called 
LayerManager, they expect to be able to look within the layerManger and 
find a list of layers.
The LayerManager in UDIG does not have the layers, it manages them, 
primarily handles the transactions that operate on them.  I propose a 
name change from LayerManager to TransactionManager.
