Description:
Info tool is required, started work on net.refractions.tool.info plugin to acomplish this.

Requirements:
- InfoMode modal tool for map toolbar
- Information view, with InfoMode in local toolbar
- Informationview similar to properties view for display of query results
- Follows query, response workflow (a separate information is not maintained for each map)
- information does not need to be available as part of public api at this time
- should be able to create a selection (and thus edit) from features discovered using info tool.

This serves as a spike through the tool api, and a proof of concept of place modal map tools in the local toolbar of their view.
