Aha! I figured it out. It is in the project.ui plugin. http://svn.geotools.org/udig/trunk/plugins/net.refractions.udig.project.ui/src/net/refractions/udig/project/It's package name should either be changed or it should probably be moved to the project plugin. Jesse suggests a refactoring to be done at some point.
As for that bug you have encountered, that is a known problem that should hopefully be fixed soon. It occurs when a WMS is added and that WMS doesn't declare a LatLonBoundingBox on the layer itself. I am thinking I might be able to fix this within the next couple days, at least.
