As a general rule, try to keep the conversation on a CQ (IPZilla record) focused on the contribution at hand. This will help the IP team stay focused on that task (and make things progress more smoothly). It's worth noting that only committers can access the IPZilla system.

I opened the door to a broader conversation regarding the dependencies that should probably have been initiated on this list. Sorry about that.

Let me address some of the questions:

can be resolved from ORBIT repository, same bundle name, other version same
(Version 1.2.15 instead of 1.2.12:
https://dev.eclipse.org/ipzilla/show_bug.cgi?id=3560)
Approval of third-party libraries is version specific. If you need a different version than is already available, we need to initiate a CQ for that version. Or you can replace your use with an approved version.

When a project uses an already-approved version of a library, they need to create a "piggyback" CQ. We use piggyback CQs to track the use of third-party libraries.

Note that Log4J 1.2.13 is also approved. Not every approved library/version is included in Orbit. Libraries need to be sponsored into Orbit; a project can opt to host the library locally if they choose.

If I can ask the PMC members to add themselves to watchers of this issue, I don't want to hold things up if Sharon is waiting for a response from us.

Looks like Sharon has download the 1.4.0 tag, and Wayne amusingly reports that net.refractions.udig.help has reached 42MB in size (would be nice to cut that down, since the same images are in docs).

Also have the following Questions / Activities:

* Andrea: This issue was captured during our license change, and put off until now -  https://jira.codehaus.org/browse/UDIG-1978 Remove or Replace GlobalMercator

* Jesse: The plugins/net.refractions.udig.catalog.wmt/mq.jar jar? Where did this one come from …

* Frank: You have mentioned getting dependencies from some kind of orbits repository? If you could look at the list of jars on that bug report - perhaps you can identify which is already available, and what will require individual requests.

I expect the next step is stripping out the jars and getting an initial codebase, followed by individual requests for each jar we want to ship.
