Good news, I found the problem.

[DEBUG] Adding target definition file "path-to-wrong/target-1.0.0-SNAPSHOT.target"

[DEBUG] Added 408 units, the content of the target definition file, to the target platform

..1313 units expected.

This log was the answer. Wrong TP causes missing plugins :D
