[tracecompass-dev] Minimum Eclipse version supported for Trace Compass a

The Trace Compass project has been maintaining the support for older Eclipse 
platforms so that, using the correct targets, it is possible to build of master 
branch. (Note for 4.18 (2020-12) there is a git patch in the repo under the 
patches directory to be able to build)

After the 7.0.0 release for 2021-06, I would like to drop build support of master
for older targets and remove the target definitions from the master branch of the
repository. 

I suggest supporting minimum of 2 years, and remove support for Eclipse 
versions 2019-03 and older.

I opened a bugzilla bug [1] for that to track the discussion. 

If there are any concerns, please comment on the bug.
