We talked about that at the CDT Summit and, yes, he needs to be a committer too. Again, shouldn't be an issue. We can do both votes at the same time.

I guess the other question is:
Does the Project Lead have to be a committer himself ?
Note that not being a committer, I see no way how Greg could obtain access to our downloads area, website or promotion of bits to the release train ...
I don't know if there is any precedent of any projects led by a person not being committer ... Tools PMC, Wayne, any input ?
If existing commiters agree, we could probably combine the committer election with a PL election for Greg.

It sounds like everyone is agreement. The TM committers just need to conduct a vote. Anna or David would you do this?
