There's potentially some gray area here... if the version of Jetty being used
comes from the Eclipse Jetty project then you don't need a CQ. If the version
of Jetty predates Jetty moving to Eclipse, then a CQ is required.
Note that there are several versions of Jetty already in Orbit. Everything is a
lot easier if you piggyback on one of those.
