That sounds reasonable, but it sounds like it might only defer the issue
which would come back when VE releases and graduates again. It's not
entirely clear the extent to which we could intepret the rules in a
flexible way without incuring someone's wrath. The board might feel things
we do violate the spirit or intent of what the rules they've approved...

How about if we are "flexible" on the rules and allow VE to be incubating
while having a version number > 1.0 ? As long as VE doesn't make a release
(M.N) without clearing the incubation state and as long as they follow the
rest of the incubation labeling rules (the egg, the "incubating" in file
and feature names, etc.) ??
