[thym-dev] Release 1.0.0 docs

Hi,
The release review documentation for 1.0 release is open for comments 
[1].
Please do review and send me comments before I go ahead and submit it 
for the review of the PMC.

Note that the review document is missing the New&Noteworthy link. I am 
collecting the earlier N&N
together, once I have that I will update the review document.
