The "formal issues" were that no merit statement was provided.

Eclipse projects are required to operate in an open, transparent, and meritocratic manner. These are the so-called Open Source Rules of Engagement that are enshrined in the Eclipse Foundation Development Process.

AFAICT, the project has had eight commits in the past twelve months, six of them attributed to you. It appears that it was you who engaged with the Eclipse Foundation's IP Team to take the project's initial contribution through the IP Process. IMHO, this constitutes reasonable merit to become the project lead for a new Eclipse project. This is the sort of thing that we need to see cited in the merit statement.

While I have your attention... It's been nine months since there's been any activity on the project. Is the project stalled? What is the project's status?

criteria:

Reiner Brödel, who lead the SET project in the last years, has retired
recently. As I have been working together with Reiner since the beginning of
the SET initiative I will take over now this work at Deutsche Bahn. Reiner
nominated me already as project lead some days ago but due to formal issues
this nomination was stopped. So Iam starting the process again by myself.
