A committer election for Martin Štefanko on project Eclipse MicroProfile

Martin Stefanko is active in various parts of the MicroProfile Specs (mainly
LRA and health) participating in the discussions, creating PRs and reviewing
issues and PRs.
He is also presenting about MicroProfile.
