[technology-pmc] Committer Election for Phillip Kruger on Eclipse MicroProfile has started

A committer election for Phillip Kruger on project Eclipse MicroProfile
(technology.microprofile) was started by Andy McCright with this criteria:

Phillip is a Red Hatter who has been very involved in the MP GraphQL project
currently in the sandbox.  His has provided valuable contributions both in
code and documentation, but also in general discussion in our weekly
meetings.  Aside from his active contributions to MP GraphQL, Phillip has
been a contributor to various projects in the Google Groups and has been
building MP Extensions and promoting MicroProfile technologies at events on
multiple continents.  Phillip has contributed to various open source projects
including Wildfly Swarm (aka Thorntail), Payara GlassFish, the MVC
specification (JSR-371) and Ozark.  He has also produced a few other Java
libraries, including Apie and the aforementioned MP Extensions.  Phillip has
demonstrated a passion for MicroProfile and Java Microservices in general,
and I believe he would be an extremely valuable asset as a MicroProfiler
committer.
