Perhaps it can be categorized as a Workswith Dependency. If so, we keep the CQ and process it as such without review.

Sorry, I should have written more, but I'm also on a hangout with the Science Working Group Steering Committee.
We can use HDF5 without SZIP and I normally do. If that would address the concerns, we could just close the CQ out with that resolution and it would work just fine for us.
Those are libraries that someone would only use if they wanted to do a custom build on their own computer to enable file compression.
