[technology-pmc] Committer nominations

PMC,

It appears that we have another new project (Che) whose leadership misunderstands the committer nomination process. My questions are:

A) Aren't the project mentors supposed to inform them of the policies, including nominations? Are we doing a poor job of engaging the mentors with new project leaders?
B) Where is the wiki page that describes the policy? I know I've sent it out in the past but can't locate it now.
C) This project already has 13 comitters, and now there are 8-10 new nominees. Does that seem a bit much for a new project?
