Re: [technology-pmc] PMC approval needed for committer vote for Paul Tatavu

Fellow PMC members,

I have approved these in spite of the terse reason provided in the
nomination. This project never really got off the ground, only having
recently provided us with an initial contribution. The project has been
inactive and dysfunction. Per section 4.6.1, I have the authority to
remove and add committers when the project is in this state. Since it is
easier for the IP team to process committer additions through the
portal, I asked Igor to take that approach.

Igor, in the future, please make sure that all committer nominations are
accompanied by some record of contribution to establish meritocracy.
