[technology-pmc] BPEL Project review

Greetings Technology PMC.
It's time to take a look at the BPEL project. The project does appear
quite active, but I haven't spent any time yet looking into how well
developed their community is.
Chris, can you take a look and provide the group with your impressions
on how their community is developing? I use the "Community Development
for Eclipse Projects" wiki page [1] for guidance as I do this.
Their project summary page is a bit of a mess; we need to encourage them
to clean it up. The description doesn't lay out very well, their
releases are all in the past, and there is no working link to a plan.
I would like to at least start the discussion with the project
committers about a move. STP seems like an obvious permanent home for
this project, but maybe there are other ideas. This project appears to
have been around for at least three years.
