[sw360-dev] New Release 8.2.0-M1

Hello,
Although there are only few commits listed below for this release, the change from 8.1 to 8.2 is huge: sw360 supports now an UI which can be extended with different languages.
With the initial pull request, the English and Vietnamese languages is supported. More languages can be supported. For this, a translation file must be added. Please see README_LANG.md in the root level of the project directory for more details. (https://github.com/eclipse/sw360/blob/master/README_LANG.md)
Credits for this go to the colleagues at Toshiba for providing this big feature to the community. It is huge:
* more than 190 files were changed
* more than 5000 lines of code were added
* heart of the new feature are central language translation files with more than 1100 strings than can be translated into different languages

The next steps are to merge the currently open pull requests to form the next release:
* data structure to support change logs for projects, components and releases (and more if needed)
* UI for project change log
* improvements for the clearing requests structure
* adding GUI for additional data / custom fields
... and more.
