Dear Manos,
this caught our attention recently and thus is already tracked at https://github.com/eclipse-sumo/sumo/issues/15241 . Not sure whether this never worked or if there was a regression in between SUMO 1.18 and now.

Dear all,
There must be a bug in netedit (sumo version 1.18). When I choose a lane and I alter lane-change permissions (changeLeft or changeRight) the changes are not saved, i.e., when I reopen the net file all lane-change permissions are gone. I tested it also in a minor example with one edge and two lanes to see if something is wrong with my network but the problem persists.
