In the latest release of SUMO (1.20.0), vehicles always wait for a single simulation step before being allowed to continue.

The latest development version allows to set the minimum stopping duration with vType attribute 'jmStopSignWait'. You can download an updated binary tomorrow at https://sumo.dlr.de/docs/Downloads.php#nightly_snapshots
