No. If the battery with the higher capacity has higher mass, then you also need to increase the vehicleMass (because it is meant to model the total mass including battery).

Currently, you need to adjust vehicle mass via TraCI.

Yes, insofar it is included in the 'vehicleMass' parameter (https://sumo.dlr.de/docs/Models/Electric.html#defining_electric_vehicles).
