Sumo provides multiple options to influence vehicles during the simulation. You can use several TraCI functions to add and remove vehicles, let them brake and more. There is the "simpla" framework which creates platoons automatically and builds upon TraCI. How do you create your platoon at the moment?

 

If you are pretty new to Sumo, I suggest to have a read in the documentation about TraCI in general.

How do you dynamically change the size of a platoon while the simulation is happening? Not by using xml files.
