Here is my scenario and my results. As you can see, there are time steps in which there are vehicles in motion (e.g vehicle id = "f2.5" in timestep time = "32", duration = " 5 ")  or on the verge of stopping (e.g vehicle id = " bus_1" in timestep time = "19", duration = " 5") that report zero pollutant values.
