Indeed, such a flow should have no more than 1000 vehicles per hour by default. Did you maybe set option --scale ?

If not, please zip and attach all simulation files that show this unexpected behavior.

I inserted a traffic flow with "vehsPerHour" equals 1000, and set simulation time to be 3600s. From my understanding, the arrived vehicles in one hour should be 1000 or less, but I got arrived vehicles are way more than 1000 or even doubled. Can you explain to me why I got this result or correct me if I misunderstood the concept?
