Call 'sumo-gui --step-length X ...' or put the element <step-length value="x"/> into the .sumocfg file you are loading.

The /Simulation/Basic_Definition.html doc suggests that the simulation step-length can be set in sumo and sumo-gui. The linked sumo-gui page does not describe how. Is this truly possible in sumo-gui, and how?
