this is currently not supported. You could emulate the functionality via TraCI by monitoring the waiting time of vehicles and then removing them with vehicle.remove.
Generally, teleports are meant to represent the skill of drivers to find a way around an obstruction but you shouldn't rely on them to much since they will likely skew results.
If you have too many teleports, look for problems in your network model.

Based on the SUMO document, it seems like the teleported vehicles will be eventually re-inserted into its route.
Is there any way to specify where the teleported vehicles will be re-inserted? 

My goal is to have the teleported vehicles either removed from the network for good or on the edge that is not in their routes.
