You can set vehicle type parameter lcStrategic="x"  with x < 1 (i.e. 0.5) to lower the urgency of strategic lane changing. But this should be a second step after validating the network at the bottleneck which presumably creates the motivation for strategic lane changing.

most likely, the vehicles prefer that lane for strategic reasons.
Sometimes this is caused by missing or invalid connections (if both available lanes would allow continuing their route in reality).
Sometimes there is a zipper merge in reality which ensures that both lanes are viable for continuing up to a bottleneck rather than one lane being "wrong".

I'm
 encountering an issue where vehicles on the simulation seem to be changing lanes from one that is relatively free to one that has a queue of vehicles. This is causing extended jam and yet there is free space within the lanes. Can someone please explain what might be causing this and how to overcome this?
The photo below might help paint a better picture of the issue
