So, it is a kind of system optimal approach in which a global authority can choose the route of every driver. Isn't it?
This is a featuer of Gawron which helps with convergence: lower probabilities just mean that those routes are taken less often but they may still be taken.
If it weren't so, a small difference it travel time might cause all vehicles to switch their routes to one that is a tiny bit faster.

based on the concept of the UE, It is expected a driver to choose the route with the shortest travel time. But, at the end of the duaiterate.py iterations (Gawron's model), some drivers have taken the routes with less probability and more cost. Why does it mean?
