So, it is a kind of system optimal approach in which a global authority can choose the route of every driver. Isn't it?

If it weren't so, a small difference it travel time might cause all vehicles to switch their routes to one that is a tiny bit faster.

based on the concept of the UE, It is expected a driver to choose the route with the shortest travel time. But, at the end of the duaiterate.py iterations (Gawron's model), some drivers have taken the routes with less probability and more cost. Why does it mean?
