You can let persons start directly at a busStop by making their first stage <stop busStop="busstopID" duration="0"/>

(use duration=1 if your sumo version is lower than 1.9.1)

I was wondering if there was a way to obtain arrival rates of pedestrians at
a specific bus stop of interest? When I looked at the documentation for
pedestrians or persons there only seems to be consideration for departure
rates of persons from a start position to its end position. However, I am
interested in being able to change the arrival rate of the pedestrians or
person at a bus stop. Is this possible through SUMO?
