I am having trouble with the OSM web wizard. I tried to use both methods stated in https://sumo.dlr.de/docs/Tutorials/OSMWebWizard.html

1) Typing "python osmWebWizard.py@ under tools directory; and 

2) Using the Shortcut in the dropdown windows menu. 

The command window pops up but closed shortly afterwards without any other web / action. I tried to type "file:///C:/Program%20Files%20(x86)/Eclipse/Sumo/tools/webWizard/index.html" direct which gets me to the page but I could not generate successfully as it says "Socket connection failed.".

SUMO : 1.9.0

Python 3.9
