1. download a suitable network from osm using https://sumo.dlr.de/docs/Tools/Import/OSM.html#osmwebwizardpy or build the network from scratch with netedit
2. You can define the flow with netedit. For constant numbers, see https://sumo.dlr.de/docs/FAQ.html#how_do_i_maintain_a_constant_number_of_vehicles_in_the_net
3. https://sumo.dlr.de/docs/Definition_of_Vehicles,_Vehicle_Types,_and_Routes.html#speed_distributions

Hello,

1. I want to create a highway environment with two lanes, vehicles going in the opposite directions.

2. A fixed number of vehicles stays for the whole simulation duration. For example, all 200 vehicles are ON for the entire simulation duration of 5min.

3. The vehicles have a mean velocity and standard deviation, which can be fixed.  I don't care about individual vehicles or whatever model they are following. Only bothered about the flow.

Is there any easy way to do it?
