Hi Pallavi,
you can create traffic lights using the mode “traffic light” in net edit. When you create a traffic light, a program will be automatically created by SUMO. You can then edit the program
in netedit. Here you can find more information:

If you want to add traffic lights in multiple junctions in netedit, you can first select the junctions, then go the “inspect” mode and click in one of the junctions, then in the “type”
attribute select “traffic_light”. SUMO will again create a default program for each traffic light.
