[sumo-user] Down-scaling network capacities

Hello,

is there any way of down-scaling road capacities for a network that was
obtained from OSM and converted with NETCONVERT?
I know there is the option to up-scale traffic but my simulation already has
290k vehicles and a lot of custom TraCI logic which slows the simulation
down.
Therefore, I would rather prefer to down-scale my network if that is
possible.
