If both networks are geo-referenced you can just load them together and the offsets will be handled automatically:

netconvert -s net1.net.xml,net2.net.xml -o merged.net.xml

Don't know if there is a better way, but we managed to do something like that:

• convert your networks to (*.net.xml) to plain-xml format node/edge/... files using netconvert,
  
• e.g. see https://sumo.dlr.de/docs/Networks/PlainXML.html
• https://sumo.dlr.de/docs/NETCONVERT.html --plain-output-prefix option
• apply offsets (--offset.x , -.offset.y) if needed
• then load them together into netconvert using -n, -e, -x ... and so on switches to produce a single network *.net.xml
