I am not aware of a probabilistic model that does what you describe. One of the main reasons for running a traffic simulation is to discover what vehicles will do during the evolution of a particular scenario because that is difficult to discover with other means.

paper anywhere so posted here where there are people who specialize in
traffic engineering.
