You are correct in your understanding of the source code. IDM as implemented in SUMO is deterministic.
You can add noise using the driverState device though: https://sumo.dlr.de/docs/Driver_State.html

Upon first glance of the code (MSCFModel_IDM.cpp) and my own experiments,
the IDM vehicles seem to behave deterministic.

Do I oversee something and is the sigma parameter actually used in IDM ?

*My simulation settings*
-  SUMO version 1.0.1
- "--step-length", "0.5"
-   'vType carFollowModel="IDM" id="passenger_IDM" accel="0.8" decel="4.5"
maxSpeed="13.8" minGap="2.0" sigma="0.5"' guiShape="passenger" length="5" )
