Hook up a debugger to MSBaseVehicle::getDeviceParameter to figure out why your device is not found.

When I run the simulation and right-click on a vehicle->Show Type Parameter,
it shows param:has.Car2Car-Energy-Sharing.device==true. And in Show
Parameter, it shows devices==routing_13 Car2Car-Energy-Sharing_13 (for 13th
vehicle). So the device is loaded.
