E3 would still be placed on regular lanes most of the time but you can use these to encircle an arbitrary area (such as a whole intersection or a citcy block.

From E1 and E2 detectors I understand the difference, and when to use each one. But for E3 I am kind of lost, is this supposed to go at intersections? or also in the edges lanes?
