how are you ?

 set up a road network for an intersection  (Shibuya Crossing in tokyo )
 1- I want to set the time of the intersections 60 seconds and 30 seconds.
 How can I do this?
 2- i need to control in arrival rate of vehicles to Shibuya , so how can i do this ?
 3- i need to put the min,max speed to vehicles , how can i do this ? 

could you help me please ?
