You can either count all vehicles that pass the edge using https://sumo.dlr.de/wiki/Simulation/Output/Lane-_or_Edge-based_Traffic_Measures

Or you can specify detectors: https://sumo.dlr.de/wiki/Simulation/Output#simulated_detectors

For all these, the aggregation period can be specified.
