You could try https://sumo.dlr.de/wiki/Simulation/Pedestrians#Type-base_generation or just add a sidewalk in Netedit: https://sumo.dlr.de/wiki/Simulation/Pedestrians#Adding_sidewalks_with_NETEDIT

Hello sumo users,

Why in selected edge of the road sumo doesn't assign a sidewalk , despite I have tried with this command :

netconvert --osm-files port-royal.osm --sidewalks.guess --crossings.guess --walkingareas -o port-royal.net.xml   ???

despite in reallity road these's a sidewalk ???
