With Version 1.1+ it does work. However, for 1.0.0 and 1.0.1 your
cmake call already fails.

Hi,
I am not sure about 1.0.1 but with the HEAD of master something like
"cmake -DFOX_CONFIG= .." should do the trick.

Please be aware that this does not only disable the GUI but
multithreading as well.

I don't need the GUI for this build but am trying to avoid overhead (for
a container). Fox pulls in ~500mb of dependencies even in the non-dev
versions in Ubuntu.
I tried sumo v1.0.1 under ubuntu 16.04 64bit, both with the legacy
./configure and cmake.
The --without-GUI option was not recognized for ./configure, cmake would
not even start without FOX installed. So it looks like FOX is no longer
optional (as it says on the wiki).
