You could accomplish this for a specific vehicle by setting its vehicle class to  'custom1' and then defining vehicle-class specific speed limits for selected edges. However, there is nothing that would work for just one lane of that edge. Also, the solution does not scale to an arbitrary number of vehicles.

As an alternative, you could set the speed via TraCI.

I've seen that it is possible as input to set the  speed values when a vehicle enters or leaves the network by using the vehicle properties. Could it be possible to set the same speed values related to a certain lane?
