Hello,
you cannot directly input capacity as this is supposed to emerge from the traffic dynamics.
You can however influence the dynamics by placing obstacles, closing lanes or overriding vehicle speeds (http://sumo.dlr.de/wiki/FAQ#How_to_simulate_an_accident).
Driver compliance to posted speed limits can be set directly for each driver basis as well as configured probabilistically.
Driver compliance to road-side route advice can be configured probabilistically.

Hello Sumo Authors,


I want to  simulate various traffic events in a particular area. I have the information about the location and the duration of the events like Collision, Disabled vehicle, emergency roadwork, incident etc. 

I want to simulate using the reduced capacity and driver behavior. Can i directly input these parameters-- reduced capacity and Driver compliance in SUMO??


Can you help me in simulating these traffic events in a generalized way?


If this kind of work is already there, it would be great if you can share links/papers.
