you currently cannot change the tlType type with TraCI. Setting parameters for actuated traffic lights does not work either because they are only read once on startup.

Fixing this is on our to-do list but since most things can be accomplished by remote-control of a fixed traffic light, it's pretty far on the bottom of the list.
