If you want traffic to start/end on the border of the network you can set the randomTrips option --fringe-factor

(a value of 10 makes fringe edges 10 times more likely to be selected as source/destination).

Alternatively you can set custom probabilities for each edge:http://sumo.dlr.de/wiki/Tools/Trip#Customized_Weights

Is there a way to make random trips for vehicles, but starting and ending on specific edges?

That way they just don't disappear, but start from one side of map, and leave the scenario from another?
