No, this is currently not tracked by the simulation.

You can count the cycles using one of the various tls-outputs: http://sumo.dlr.de/wiki/Simulation/Output#traffic_lights-based_information.

If you need to know the cycle while the traffic light is running you have to keep track of the phases in your script using traci.trafficlight.getPhase.
