there is currently no option for setting this as the default. You can modify all traffic lights at once in netedit:
http://sumo.dlr.de/wiki/NETEDIT#Changing_all_traffic_lights_to_right_on_red

Hi,

I am importing a network from OSM using NETCONVERT.

What is the best way to make all traffic lights right_on_red by default, and change the signal states accordingly? I would like to avoid changing all the individual junctions.
