You can change the speed dynamically using TraCI: http://sumo.dlr.de/wiki/TraCI

When vehicles should drive at different speeds on the same road, you can use the speedFactor or speedDev attribute:

Hey guys,
I would like to know, is it possible to change the velocity of a vehicle in runtime execution ?
I'm using the variableSpeedSign, but 2 vehicles are affected with the same velocity when they shouldn't.
