there is no such thing at the moment (although there are ideas: https://github.com/DLR-TS/sumo/issues/1622).

Maybe this script which generates area-detectors at each traffic light controlled intersection is relevant for you: http://sumo.dlr.de/wiki/Tools/Output#generateTLSE3Detectors.py
